There is also another way to get a hold of costco if they are handling your reservation
I booked my Oct 2003 cruise w/ Costco. Right around the 90 day mark I found out that there is actually an email address that current customers can use to ask questions or change their reservation. I just called today to make sure it is still valid.

The email address is cruise@cwctravel.com They are prompt w/ answering emails.....and no long hold waits!

you can also get the direct dial and personal email address for the costco agent you are using.
