Cost of Setting Up Tables/Chairs for Reception....

If you choose a reception location that does not already have tables/chairs, what is the cost for having those items set up?
Is it usually a per item cost, or is there usually a flat fee to provide all the seating you'd need for your reception? (I know if you were to upgrade the chairs/linens you pay per item, but what about just a basic set-up?).
Also, if you are not upgrading anything, what does the set up include-- or does that depend on the location you are choosing? (Does it include just white tablecloths and plastic chairs, or some other type of basic chairs?)
Its so hard to compare costs of locations when so many details can vary! :confused3
