They absolutely can "turn off", or in this case, never program cards to be able to pull FPs. I lost my KTTW card last year and the CM who "helped" me gave me a real mess. I ended up with one card that was my Park entry ticket and I used that to get FPs. I had to be issued another one to be able to open my room door and for charging. But it wasn't able to do anything else. So I definitely believe this is happening. Just stinks as I don't find the ability to pre-book three better than pulling unlimited same day ones. I can only think Disney things advanced FP is better as that is what they are giving their resort guests, but I think they are way off on this one. I would much rather send my husband all over the parks to get our FPs and not be limited!
But if the purpose of them giving you a KTTW card with your MB is in case your MB is failing at the tapstiles, that means your KTTW would need to have valid tickets on it which seems to be what triggers the paper FP machine to work. So who knows what they are capable of doing... I'm not even sure Disney knows!
Just got back from our stay, and I apologize if someone has already mentioned this, but I haven't read through all the posts since I was gone. Anyway, if you want to do morning extra magic hours, you NEED a room key. Two of the three parks we visited for morning EMH required folks to show a room key...apparently the Magic Band was not sufficient. It seemed really silly to me (and lots of other folks too) but that was how it was. We only needed to show one for our entire party, so I was so thankful that my husband was carrying his out of habit.
I would imagine if they start doing away with KTTW cards for some guests after 10/27, they would have to change this procedure.
