So, is the Pepper Quick Counter Service o sit down dining I'm confused?

I think they're confused too! They seat you and take a drink order and give you cutlery (and for that they get the 10%) and then you go up and get your food at one of the stations. You pay on your way out. We found it very weird. We were on the dining plan, but otherwise it would be very expensive.
They are also very "undisney". (The restaurants are owned by a different company) They seem very conscious of the "bottom line" and tried to charge me for orange juice when I had the dining plan. I happened to have the dining plan pamphlet with me and showed them and they relented but were not happy. The manager said I shouldn't care because I "at least didn't have to pay for my breakfast"(!) as I was on the plan. I had paid for the plan! This wasn't during free dining!
If you have dinner there on the dining plan, they won't let you get anything more than a cookie for desert. No cake, nothing. They do a have a showcase full of lovely desserts, but (surprise!) none of them are eligible on the dining plan as snack or dessert. Just leaves a bad taste in your mouth.
They do have Riks which is a counter service (also contracted out). The prices there are also expensive though. A fruit plate was about twice the price of a similarly sized fruit bowl at the WL.
It is a very pretty resort and the new rooms look really nice, but I wouldn't return there.
