Converting Annual Pass coupon for the actual pass

I posted this message earlier on the Tips board, but didn't get any responses so I thought I would try the same question here. Besides the Guest Relations desks at the parks, where can I exchange my Annual Pass coupon for the actual pass? I heard Downtown Disney has a place to do it, but does anyone know where in Downtown Disney it is?

I would guess their Guest Relations booth, but I don't know exactly where that's located in the complex.
 
The guest relations office is near the Once Upon a Time toy store in Downtown Disney, on the parking lot side, near the restrooms. I believe there is also a West Side guest relations. I've always used the regular ticket booths at the parks. My Mom used Downtown Disney once, it was quick.
 
We used Downtown Disney the last time we got annual passes. Like the previous post said, it is near the Once Upon a Toy Store in a little room on the parking lot side of the shops. Just remember that your tickets will expire one year to the day you trade in your coupon. Not that that should really be a problem, but even if you're not going to the parks that day, it counts as day one. During the evening, I've noticed that sometimes this guest service center is hopping. However, on our last trip, we arrived late (around 5:00) and wanted to get our passes so we didn't have to wait in line in the morning. It worked out great.

If it is only at DTD, then it's really silly. You'll need to go from the resort to DTD, back to resort, then to the park. About 90 minutes will be wasted just to activate the card.

Can't we activate it at, at least, MK?

Can I just go to the (any of the) park and buy the AP there?
 
If we need the actual pass to check in with an AP rate, how do we get from - say DD to resort with luggage.

TTC or some other service will take from MCO to resort (POFQ), but - somehow, I'll need to get to DD to get pass and check in.

What is the logistics of doing this with luggage?

Or maybe I could try checking in with just a voucher - leaving luggage at hotel - then making a trip to DD to activate? I heard the front desk would accept voucher sometimes (initially).

Any comments?
