Containing children's bookings by ages

Is it true that after a certain amount of one particular age group is met, the ship will not allow further bookings with children in that age group? I was trying to book a group of 4 with children ages 9 and 12 and it won't allow it. Then, I tried to book it with only 2 adults, and was allowed (into a regular outside cabin that slept 4). Has anyone ever experienced this?
 
Didn't experience it, but I know that it is the case. The kids clubs only have capacity for "x" number of kids in each age group, so they do control capacity by age.

Yep it can and does happen. Somehow DCL figured out how many kids in a given age group would LIKELY be in the club at any time out of a given population. So once the age group population number is reached, they won't accept any more children of that age. I don't know if there is a limit on the 13-17 age group along with the younger kids.

THis is the reason why you should book your children first and adults second when booking (and you want to save on the deposit for a while). Granted, you will have to book an adult for the room.
 
Something simular happened to me. When I looked on line it seemed that they had plenty of rooms. When I called to book the room they said they didn't have any rooms that would hold four. Some of those rooms actually only hold 3. I told them that my second daughter was only 2 1/2 and she could sleep with her sister on the same bed. They said they couldn't do that because of regulations. Certain rooms are suppose to have a certain number of people so they will have enough life jackets and boats for everyone. Anyway it took about 30 minutes for the TA to find a date that had a room available. It was about 5 weeks later than I wanted to go, but I booked it anyway. I was desperate to go on a Disney Cruise.
