Doesn't seem like Skipper's. Skipper's is over in front of Jungle Cruise next to where Tink and friends meet. This is probably for the rail road refurb.

Seriously doubt it is for the new restaurant.

We took the Keys to the Kingdom tour last month and our guide said that the restaurant was mostly ready to go since it is sharing a kitchen with Liberty Tree.

She said the only thing left to construct was the bathrooms for the new restaurant. Last month, they were well on their way to adding the bathrooms and no cranes were involved

They are back to back in the same show building actually.

This is an older map but 37 is Liberty Tree and 20 is the new location of Sunshine Tree Terrace. You can imagine that the entrance to skippers will be to the left of 20 when looking towards Fronteirland. You can see the buildings of 36/37 are the same building as 20 and butt up against each other.

That photo is looking at Pecos' and then in the direction of backstage where the parade comes out. Those cranes are backstage and completely opposite direction of Skipper's from Pecos. Maybe they are doing something with construction for Christmas parade floats or decorations.

Unknown. Most rumors have it set like Be Our Guest with quick service lunch and table service dinner but no reports from Disney directly.

The Railroad is closed down for refurbishment. Could it possibly have to do with track changes/upgrades?
