Constance Purchase?

DNephew(11) just got back from WDW and on Main Street, Constance Purchase signed his autograph book. He asked me who she is. I've only run into the Mayor, not Constance. So, who is she? Can't have him thinking there is something about WDW that his auntie doesn't know!

Apparently she's just one of the streetmosphere actors who do little shows on Main Street. I can't find a picture that identifies Constance exactly, so I don't know which one she is, but Intercot has this to say:
