Does everyone in the room still have to purchase the DDP ??
My kids share a kids meal so it doesn't make sense to get two kids plans.

I've only ever done it when it was "free" so never had to bother with the finer details of it.

Everyone on the reservation has to have the dining plan if you want the dining plan

You could technically not add one child to your room. Then when you get to the resort, you can add them to the room and they wouldn't have the dining plan. But you would have to pay for their tickets separately.
