Consent to travel letter not notarized

So we just returned from Mexico. We overheard a border agent talking with a mom and two teens and she was asked for the notarized letter. She didn’t have one. They were in quite a discussion. This happened once we were back home in Canada. Lesson: always carry this letter!

This surprises me with teenagers. By that age they can travel independently and answer for themselves, should be no reason for a notarized letter, especially if they are old enough for an adult passport.

Did they not have a letter at all or was it just not notarized? We’re definitely bringing the letter just not sure about the notary. The government website says that part is optional.
