Confusion about Check-In and Fast Pass +

This is a first time posting a random question so I'm not sure if I'm in the right place. Have rented a reservation from a DVC owner for the end of January. I would like to be able to use the Fast Pass + but it sounds like this is still in a test mode and only given out randomly. Is that correct or is there something I can do to increase my chances of being selected? Secondly, the guy I'm renting from has been great so far. I wanted to go ahead and purchase tickets for the parks in advance and have them consolidated with our room reservations. The DVC member has said that he can't pre-register until 10 days in advance and then we can do a three way call. I have no reason to doubt this guy but wanted to confirm that as correct. Any thoughts are appreciated! Happy New Year!
 
Those that were selected to participate in the recent FP+ tests had all been signed up for Disney's Magical Express. The type of room reservation did not matter, only that they were using DME. Until people start receiving invites, there's no telling when the next test may be.
 
Unless something has changed you won't be able to have tickets placed on your room keys until you are actually checked in at the resort. Then concierge should be able to help you. DVC does have some differences from booking a package and this is one of them where DVC members purchase tickets separately. Personally we always just keep them separate. It does allow you the ability to purchase from one of the discount ticket brokers such as Undercover tourist and it's nice to save a few dollars. :thumbsup2

By 'pre-register', he probably meant 'on-line check-in' which can't be done by phone. The on-line check-in process just allows you to pre-enter the same information that the front desk CM would enter manually. You verify your address, enter a cell number while on vacation, your approximate arrival and departure times at the resort, and a credit card number for room charging. If you complete the on-line check-in process, your room keys will be ready when you arrive at the resort. You go to a line designated for on-line check-in where you show your photo id and they had over your welcome packet that has your room keys already in it. If your room is not ready, they will send a text or voice message once it's ready to be occupied. The message will contain the room number.

As KAT4DISNEY noted, for DVC reservations you can't add tickets to your room keys until you are physically at the resort and have room keys in hand.
