Confusing (for me) PhotoPass product

On the PhotoPass product page, there's a "Photo Downloads" option for $14.95. Here's the text describing what you get (as always, it's standard Disney non-specific jargon)

"Download all the photos you bought
with your All Media Package.

Each photo purchase includes a
high-resolution JPG file with a Limited
License Agreement."

Could I just have walked around getting my picture taken while getting a PhotoPass card scanned and then purchase this for 15 bucks? Other than the price, how is this different than downloading my images through MemoryMaker? And, I can't find a good link to the mentioned "All Media Package" anywhere. I'm confused...is there a benefit to MemoryMaker?

Memorymaker is just a download your pictures package. Photopass is all the photographers, ride photos, ride videos, and photo booths. They are free to have your picture taken and you can use them all you want but you do not get a copy of the photo.

Now to get a copy of your photos you need to pay for them. You can do this after your trip or before your trip. The options are per photo ($15 each), memory maker all you can eat unlimited photo downloads ($149 before your trip, $169 after your trip). 1 day memorymaker ($69ish) for all photos taken on a specific day. and you can mix and match prices for example get 1 day memory maker and buy 2 individual photos if that would be a savings..

Annual passholders also get free downloads as long as their AP is valid.
