That could have been the issue, or the OP just didn't notice the links.
Which is a good reason to prevent people in other countries from seeing the details and thinking they'll be able to access the reservations before they get to the U.S. They'd be confused and frustrated when they couldn't find the option on the Disney app.
It would be good if Disney put a link to more information for people in that situation, so they know they'll be able to make reservations as soon as they're in the country.
I'm frustrated now. Reservations "once you're in the country" is a terrible substitute. After all the 7 day/3 day people have booked, all the most desirable rides will either be sold out or only have times left so late in the day that you won't be able to book anything else using that slot later. That's a huge downgrade from Genie+ for statistically higher-spending guests.
And doing standby-only is a terrible substitute. With the cost of flights/hotels/park tickets, the cost per attraction is way too high for standby only, imo. With the priority they give to the LL over standby, the amount of time we'd spend in line on a standby only vacation we'd rather just go somewhere else.
