I think it came about because DVC was taking over the 5th and 6th floors of AKL. The Concierge lounge is on the 6th floor. They either had to give up some hotel rooms on the 4th floor or lower to create space for a new lounge or leave the lounge where it was and allow 6th floor AKV guests to use it. It will not end when Kidani Village opens. Kidani Village is in a completely separate building and will not have any Concierge villas.
Sixteen years into DVC, I think offering concierge services was still viewed as a very risky venture. The two main benefits of concierge appear to be trip planning assistance from the concierge staff and the availability of food / drink in the lounge. Well, I suspect most DVC members have little need for planning assistance and every single DVC villa has a kitchen or kitchenette.
While I'm certain there are members who appreciate concierge, even on a member forum like this comments and questions about concierge have been few and far between over the years.
Even as an experiment, I wonder how much DVC can tell from AKV concierge success. The special resort tours offered exclusively to concierge guests would seem to drive up demand such that you really couldn't use AKV to judge whether concierge would be successful at resorts like the Contemporary or Poly.
If the appeal of concierge is a driving factor in deciding whether to buy DVC or not, I would recommend a little bit of caution. There are only 5 units (max 10 rooms) scheduled for inclusion in the concierge offerings at AKV. When the resort is complete, that will be barely 1% of all guest rooms at the resort. Those numbers don't bode well for those with hopes of frequently booking the concierge class. IMO, most days the concierge rooms will be fully booked exactly 11 months out. Even booking day-by-day, getting a concierge room for a multi-day stay could prove to be a challenge.

I think it was a couple of reasons, firstly because DVC was being retrofitted on the Concierge floor. The other reason, just my own opinion, is that concierge is very popular at AKL because of the Sunrise and Sunset Safaris.
