I agree Island Beach State Park, we always went there for a day trip. You pay per car, it is clean, and no separate charge to use the bathrooms or changing area.
Plus once it fills up they close the park and don't let any other cars in.

Yes, the fee is per vehicle. That's why walk-ins or bike-ins are free. It's a parking fee, not a beach fee.
Again, for just a day on the beach, this is your best bet. As mentioned by another poster, once the parking lot are full, they don't admit more cars. So make sure you get there early.
