I don't know about Paint, Print Workshop, or Photosmart, but with Photoshop you would select the stuff you want in B&W, create a new layer from that selection, and desaturate that layer.
the quickest and easiest way I've found to do it is this.
1. edit---copy your image.
2. edit---paste as new layer.
3.effects-photo effects-black&white film
4. eraser tool--erase b&W layer wherever you want color
