I was wondering if DVC points can be rented from a member to stay at a non-DVC resort such as POR or any other. If so, how can I find out how many points are needed for a non-DVC stay?

You could, but there are no cost savings by renting points to stay at non-DVC resorts. Plus there is a $95 transaction fee as well. Points range from 16 to 46 per night depending on season and day of week.

Would you know how many points are neeed per night at a moderate resort? We can use POR for an example.

That is for a moderate...the very minimum would be 16 pts per night and that would be for standard view, Sun-Thurs, value season @ POR, CBR, or CSR. The highest pt level (46) was for waterview, weekend, Christmas week.

I'm sorry. I did not notice the sentence about the points. I swear it was not there when I read your reply the first time.
First the eyes, then the memory!

Don't worry -- you're not going crazy! I edited that in because I thought my original response really didn't give enough information. :goodvibes
