Clip Art pixels?

I've decided to purchase Photo Shop Elements so I've been looking around at clip art. I read on hear that pics should be 300 pixels so you don't have to enlarge them causing them to look grainy. However, I'm not finding a whole lot that's that big. Is that just a guide for say the main subject on the design, but not so much for additions? Any guidance would be much appreciated!
 
Something that is about 200 pixels high, like my logo, and taken from the internet will print out at just under 3 inches high and will look a little grainy. It would be fine for a t-shirt but would not be ideal for something fancier.

The higher the pixel count the more detail the image will have. Images on the internet are displayed at 72 pixels per inch so an image that is 300 pixels high will print out at just over 4 inches high. You may be able to enlarge it a bit but the more you do the blurrier or blockier it will become depending on the software used.

Thank you! Photo Shop Elements is on sale this week so I'll be getting it and getting started. I know exactly what I want for my son's shirt so hopefully I can find what I need! On the designs with the big Mickey head, and images in each circle is that a clip art Mickey or do people just design it with 3 circles? Does that make sense?
