clematis question

Does anyone know why a clematis would not bloom? It is in a lot of sun but roots are shaded & covered with mulch. Was planted 3yrs ago. Foliage grows like crazy.

I'm not a clematis expert but sometimes you get foliage and no flowers if you fertilize too much.

Anyone else have a clue????
