Ok I cant believe this but I stopped in a Buc ees for the first time ever and they were the cleanest public bathrooms ever in my lifetime. You could eat off the floor. I dont give out kudos very often, but gezus. I've used the bathrooms at some very high end hotels and yes they are very clean but damn, for a truck stop....
When you said, "public", I thought you meant rest stops. Buc-ees etc. are just open to the public - Buc-ees is maintaining them so kudos to them.
As for Public bathrooms, let's talk about rest areas. California - yeesh. Only stop at the one in Baker in an emergency. In fact most of the ones in CA are prison-esque. In stark contrast are the ones in AZ and especially UT. You could hold a dinner party in a men's rest room in a Utah rest area...compared to the ones in the CA rest areas anyway.
I will trade you my secret Disneyland bathroom for your wdw secret... very low traffic my DISNEYLAND.."dad...why do we have to go all Away around when the FL/FL bathroom is right there...low traffic son..low traffic son
I think the ones sort of behind the Autopia area are pretty low traffic. And the ones by Red Rose Tavern...no one seems to realize there is an entire second row of stalls.
We do a lot of road travel for softball. In the last couple of months, I have driven through various parts of TX, OK, NM, CO, LA, MS, AL, GA, AZ, and CA (and about to head to MT). Buc-ee's is by far the best and most consistent. Loves has been the next most reliable for cleanliness. In fact, most of us have also shared that we also feel safe enough to close our eyes for a bit in the parking lot of a Buc-ee's.

Adventure land gate the worst
Second tier least is rancho del zocalo.... because it is small
Critter country because of all the wet people
Train station tomorrowland because it's so far off the cleaning loop and is old
Fantasy land theater is good...if no show is going on
...so if you don't want to take a chance on city Hall...than a long rush to king and queen
