CityWalk Party Pass - HUH?

Well, our travel documents arrived yesterday. Yea!!

Everything was as expected - except the CityWalk Party Pass. What is this? I thought anyone could go to CityWalk; that the shops and restaurants were open to the public.

Is there some sort of CityWalk main entrance where you have to pay admission? Are the Party Passes to be used so we don't pay a cover?

Please explain, if you can. TIA
