City Walk during the day - need tix/pass?

If you want to visit any of the places just to eat and drink at City Walk (during the day and early evening - before 10pm), do you still need to pay cover charge or have a Party Pass?

The party pass/cover charge doesn't usually begin until 9pm or later, depending upon the restaurant/bar.

We've eaten at the Latin Quarter with no cover charge

Generally there is no cover before 6pm.

I always thought cover charges didn't start occurring until 9pm. What places start charging at 6pm? Looking at the Universal studios website, the earliest that I see is 8pm for Rising star, which is when it opens.
