Chilis Kids Meal Coupons Where do they come from?

I see the Pepper Pals Free Kid Meal "Award" Coupons on ebay. I actually bought 10 of them a few months ago and used them no problem at my Chilis but where did they come from? Does anyone know?

They are usually donated by Chili's to a local school.

I know that the elementary school in my neighborhood gave one to each student at the end of last school year.

My church sponsors "National Night Out' each year. I am on the committee. We go around and ask for door prizes. The one year Chili's gave us about 500 of these coupons to hand out. It was great. I still have a stack of them I use each time we go. I usually bring extra with me and when I see some families with kids I will hand them out to them.
