Children's APs- Is their presence required for activation?

Our summer WDW trip includes our DGDs very first ever visit. We're buying them APs, and we're wondering if they need to be present to activate them and their MBs. DW & I were thinking we might be able to take care of it at Disney Springs after dinner on check-in day while their parents get them ready for bed back at OKW. The girls are 3 & 5 yrs. old. TIA! :earsboy:
 
Only guests 18 years and older need to be present to activate APs.
(And, those 18 and older guests need a legal photo ID.)
 
Just letting you know my recent experience. I renewed our fp this past April. Came to DHS on a weekday to get our cards, the cm asked where my DD15 was. I told her, at school, she said that she couldn't give me her card until she was physically present.
I said ok, but she couldn't skip school that day, she thought about it and told me that she would give me her card this time but they have to see the child

DHS is the worst at making up their own rules. I never suggest their GR to people.
 
I too was told I had to have my son with me. I'd sent him back to the room though already (at Epcot).

Interestingly when I actually did it the next day I don't think he was with me (at HS).

That was upgrading tickets to an annual pass so I don't know if that makes a difference.

The things that CMs make up out of thin air is just bizarre!
Why on earth would a 3-15 yr. old need to be present for a parent to buy him an AP?

Why would Disney care who used that AP?
Once the AP is used for the first time, a finger-scan (10 yrs. and older) would then limit it's future use to that same person throughout the AP's life. (No finger scan is taken at the ticket booth or Guest Relations when the AP is purchased/activated.)
And, if that AP was misplaced, the 3-15 yr. old would not need a photo ID to have it replaced.

If you encounter such "rules" at a ticket or Guest Relations window, just nicely ask to speak to a supervisor.

That's what I'll do if we run into that. Just to confirm, there isn't a GR window at OKW that can do this for us is there? That would make things super easy.
We're not doing parks until the next day, just trying to keep down waiting in any lines with the kids that isn't absolutely necessary.

None of the resorts can do anything in regard to APs.
They can only deal with standard tickets.

But, you can buy APs at either of the two ticket locations at Disney Springs.
That would be an easy boat ride away from OKW.
