Children Under 3

We'll be going to WDW in September with our 3 children. We are using the Dining Plan. Our DD will be 22 months. Does she just eat off of our plates or does she eat free? Thanks for your help.

At the buffets she is free. At a sit down resturant or a counter service place if you order for her you pay for her . She can eat off your plates.
