Children under 3 are not charged if they eat off the plate of another member(s) of their party. If you are at a buffet or all you can eat restaurant usually you can grab them their own plate. If you order them something you will be charged. At quick service restaurants you will be charged if you order them something.
If you order them something. If I split my steak or chicken or whatever at al ala cart restaurant with my one year old I am not charged. If I order her her own steak ala cart (or chicken nuggets etc) then I would be charged.

We went when DS was 1 and again when he was 3. We had to pay for him anywhere we went when he was 3 but he was able to eat off our plates at 1. We were never told he could have a free meal anywhere either trip.

If you are getting buffet then according to my info children under 3 are not charged. Normally when you order something from the ala carte then you will be got charged. Now in the hotels the option of paying through the credit cards is also available , you can get benefit of this option suppose if you are lacking money.

It's a YMMV thing. I was offered a meal at Askerhaus for my 2 year old, I accepted. At 50's Prime Time we were offered a plate of macaroni and cheese and a drink. We graciously took the free drink, but not the macaroni and cheese because I wanted my DD to eat something else on vacation but mac and cheese. Not sure if we could have gotten any other entree at 50's than the mac for free.
I should have taken the waitress up on it because my DD ate all the meatloaf, mashed potatoes and green beans from my sampler plate. Then she started on my chicken...

When DD was under 3 she received meals (for free) at CRT, Akershus, Garden Grill, and 50's PT, and before she turned 3 she had been to WDW 7 times and received the same free meal perk each and every time at those restaurants.
