Incorrect. They can get food at a buffet or family-style dinner without charge but not other places.
If you order them something. If I split my steak or chicken or whatever at al ala cart restaurant with my one year old I am not charged. If I order her her own steak ala cart (or chicken nuggets etc) then I would be charged.
