just as they did with the monorail incident

Disney was fined by OSHA as a result of that accident.

I realize that incident has nothing to do with this one, but that is exactly why I don't understand why anyone would make the connection. Both are horrible accidents, but there seems to not be much Disney could have done to avoid this one. Not true in the Monorail accident.
