Child Car Seat Requirement?

We are going to Disney in March 2002. We have two children, who will be age 7 (70 lbs) and age 4 (40 lbs) when we travel. I had heard that beginning January 2002, there will be some change in California law increasing the age/weight for which car seats will be required. Do any of you know anything about what the requirement will be? I asked the car rental company but they didn't know. Thanks!

My understanding is starting January 2002 the carseat law will be 6 years AND 60 pounds. They must meet both in order not to be in a carseat or booster seat. (Actually I think once you hit 40 pounds you are supposed to transition to a booster seat.)
