Chef Mickey's info needed

We used to go to Chef Mickey's all the time with our kids but not for a few years now (the youngest is almost 20 LOL). Next March we are going to WDW with my DD, son-in-law, and my grandson who will be 2 1/2. He loves Mickey and we are going to stay at BLT so I thought Chef Mickey would be perfect.
Questions:
1) is brunch an everyday thing now or is it seasonal? We will be there sometime the second week of March. We like to go to parks at open, but brunch might be great for a mid-day break, or we will probably do dinner like we always have.
2) is there a charge for children under 3?
3) are Chip and Dale gone? My daughter is visiting and I read her the characters and she remembered Chip and Dale were there when they were young.
And yes, I know the food gets some sub-par reviews, but this is my grandson's first trip and I don't want to use fastpasses to see characters when we can go this route.

1. Brunch is every day, 11:30-2:30.
2. Nope.
3. The standard characters are Mickey, Donald, Goofy, Pluto, and Minnie.

Kids under 3 eat free. Either off your plate at a table service or off the buffet at a buffet. You can get him his own plate!

We’ve even had severs bring something special for the toddler here and there. At Akershus they brought my then 2 year old a plate of Mickey ravioli.
 
If he loves mickey and you want a character meal in the magic kingdom resort area, how about the O'hana breakfast? Chef Mickey's is just so awful these days... you wait an hour past your reservation to be seated, it is incredibly loud, feels like a cafeteria, and the food is inedible, plus it is about twice the price of O'hanas for breakfast.
