At the risk of drifting off-topic - the annual pass situations are quite different between Disneyland and WDW. Because DL is located in a huge metropolitan area, you have almost a half million locals who have passes and use them regularly. The dynamic is much different at WDW, simply because there aren't nearly as many locals with passes. A higher percentage of WDW passholders are those who make multiple trips in a year, coming from out of town.
Almost without exception, passholder rates eventually have been available at WDW except during the very busiest times. The later release dates that we have seen in the last couple years reflect the company waiting longer to see what occupancy will be, simply because guests are booking stays later than they used to.
My approach is simply to check here on DIS each day, and when I see that rates are out, I'll call. It doesn't seem necessary to call first thing in the morning, since my impression is that while rooms at the passholder rate are limited, there's still a good number of them out there.
