cheapest way to be an Annual Passholder?

I was a bit interested in this, since you can get special mechandise, etc, exclusive only to APs. And I noticed on the Disney web site, if you click and get into the 'purchase annual passes' section, they have the option of 'DisneyQuest Annual Pass' for $71 for kids or $89 for adults. Would this pass allow you to buy the limited edition items that say 'must present AP'? Just curious if anyone knows.

I am pretty sure that you need a WDW annual pass for the special offers. The DQ AP wouldn't work.
