Charge to apply free dining?

Is this something new?
I'm booking tomorrow our trip for next year, and from what I'm reading it seems free dining is offered during our stay:yay:
Obviously I'm booking as if we would be paying for it now, but when me if it's offered and I apply it to our ressie, I read there's a charge for doing so?



Also,what's the best way to book ?
If FD is offered we will upgrade to a moderate (csr)
If not then we were thinking of staying at a value (ASMo) but still paying for the dining plan (not the QS)
Does that make sense to do?
Should I just book the moderate? I thought there was a fee for downgrading resorts....
Or should I book the value and pray there's availabilty at the mod if we switch?
