We will be going to Epcot and MK before our Eastern Fantasy cruise. Our 2 girls are pretty big into meeting characters. I am planning to avoid standing in line to see any of the ones that we will obviously see on the cruise. They like seeing any of the characters but is there a good way to know which ones they will see on our cruise for sure so we can plan which ones to look for at WDW?

At WDW see Pooh bear and friends there not on the ship.

On the ships

The Princesses
Mickey and Co
Toy Story and pixar
Frozen
Disney Junior.
Peter pan.
Captain Jack.

Frozen is a regular thing that needs tickets, correct? Also, aren't some princesses not there? What Toy Story characters are there, is that every cruise?

Frozen is a free ticketed event other princesses are easy to find. Most cruises I have been on have had toystory not just the Wonder, with Woody Buzz and Jessie.

On the cruise ship also are: Stitch, Chip and Dale, Captain Hook, and Mr. Smee

As for the princesses I have seen Cinderella, Snow White, Sleeping Beauty, Belle, Rapunzel, Princess Tiana. Hope that helps!

We are going to Epcot and MK, would Merida, Mulan, and Jasmine be the only princesses possibly not on the ship?

Tinkerbell was on the fantasy when we went. So was Aladdin, not sure if that is normal. We did not see any of the princesses above.

The ones I listed or the ones listed here?

I love the characters too - maybe even more than my daughter...! And, the cruises are the best for not only scheduled character appearances and shows, but also random meetings as they are strolling around. On our Eastern Fantasy cruise & at Castaway Cay, we met:

Mickey
Goofy
Donald
Minnie
Pluto
(all of the above were seen in multiple costumes - Ship crew uniforms, Formal attire, Castaway Cay beachwear)
Chip & Dale
Pinocchio
Tinkerbell
Peter Pan
Captain Hook & Mr. Smee
(Peter Pan and Hook also had a short duel in the main lobby, and eyed each other warily from the floor and balcony)
Lilo & Stitch
Aladdin
Genie
Snow White
Belle
Tiana
Cinderella
Aurora
Ariel
Jack Sparrow

I don't recall having seen Jasmine, and we're hoping to meet Rapunzel, Anna and Elsa on our Western Fantasy cruise this year, because we've never met any of them before...

You can check disneycruiselineblog.com for navigators that people have scanned in. Just look for the itinerary and ship closest to yours. It should give you a pretty good idea of what characters are on your sailing.

Usually, there is a nice selection of princesses, but on occasion, one or more may be missing. For example, on our last cruise we did not see Belle, so if there is one princess they have their heart set on, you may want to bite the bullet and wait in line.

Consistently across all four ships –
Mickey and Minnie
Donald and Daisy
Goofy
Pluto
Chip and Dale
Peter Pan
Capt. Hook
Mr. Smee
Stitch
Jack Sparrow
Assorted princesses, but I am not sure that any specific princess has been on all cruises

Aren't Anna and Elsa always there now?

Sailed the Dream and Fantasy Fall of 2014. They were not on the Dream at all. They were on the Fantasy in a ticketed event. A friend sailed on the Fantasy in May, and her trip only has Elsa. If seeing the Frozen princesses is a priority, and a family is going to WDW first, I would recommend seeing them at the park. This is also true if you are looking for a specific princess. The ship always has several princesses, but the one special one you are looking for, may not be there. I have never seen Mulan or Pocahontas on the ships, and have only seen Jasmine on the Fantasy.

On my list, I wanted to include only the characters that I have seen on every Disney cruise, as the OP asked about which characters they could skip at the park.

On our May Fantasy cruise we had Elsa, but not Anna. For princesses, we had Tiana, Ariel, Belle and Cinderella. NO Aurora, Snow white, or Jasmine. Jasmine was on the ship and appeared in some shows, but they did not have a meet with her.
The only drawf they had was Dopey.
They also had Tinkerbelle, Peter Pan, Captain Hook, Peter Pan, Mr. Schmee, Captain Jack, Andy and Jessie from Toy Story, The Mickey Mouse club house gang, Doc McStuffins, Jake (from Jake and the Neverland Pirates) and Sophia the First.
There was a great selection of characters. But if your kids really really have their heart set on meeting anyone other than Mickey/Minnie (as in the cruise will be ruined), you might want to see them in advance.

My DD was happy to see whomever and if they weren't there, she did not really think about it. The only time she really cried was when we were in line to see Donald at the farewell show and he had to leave. We were next up but missed out and there were no more opportunities to meet him. Had we not been IN LINE, I think it would have been okay. There were other times we could have met him and she did not really want to wait.

The big one is Anna and Elsa. They will FREAK OUT if they don't see them but I'd like to avoid waiting for them at WDW. Other than that, they'll be fine, they've seen most of them before anyway

Then a FP+ to see Anna and Elsa at WDW should be on your list

It'll be on the cruise list for sure, I don't want to use a FP+ for it either. Learning that the other princesses are random so we'll keep that in mind in the parks
