Is it possible to find out which characters we will see on the cruise beforehand so that I know which outfits to bring?
 
No, unfortunately. I called Disney before our cruise this year asking if Woody would be there. The Toy Story characters seem to be on 7 day cruises but I wasn’t sure about the 4 day. Disney was really unhelpful. I called and told them Woody was DS’s favorite and I didn’t know if we should pack his costume and if I could tell him he’d meet Woody. The CM couldn’t tell me anything at all, which I think is kind of ridiculous because they must have some sort of schedule and they must have the info so they can print the navigators. But they told me I could only find out once I got on board.

While there is a schedule, they can't guarantee that the schedule will hold up. Many things can effect whether any given character is onboard, from illness to recasting the part. It may be possible to get a "better" answer by checking Navigators on a cruise just prior to yours, but still not guaranteed. Navigators are printed pretty much just ahead of the day they are for, not weeks or months in advance.
 

Woody was on our 4 day. You can guarantee Mickey, Minnie, Daisy, Pluto, Goofy, chip and dale. And at least 3 of the major princesses because most cruises do the princess tea. We've seen Belle, Rapunzel, Cinderella, Tiana, Snowwhite. captain hook, peter pan, smee, jack sparrow and stitch have been on all of cruises as well.

I feel like Ariel and Belle are more common than Aurora. I don't think I've had Aurora on any of my sailings yet.

I’ve done 3 trips and princess wise I’ve had Cinderella and Rapunzel all three times, Belle and Tiana twice and Ariel and Snow White Once
Fab 5 and Daisy are given.... chip and Dale are usually a given as well though they only met on my two trips on the Dream my Wonder trip they were just in deck parties

Hmmm..... we've run into Chip & Dale onboard just walking down the passageway on Pirate night (yes, probably headed for the show). Also shared an elevator with them.

And, of course, see both at many Character Breakfasts.

we have also seen Mr Smee and Peter pan on board numerous times. Capt jack sparrow we have seen as well.
 
I found the past Navigators on the cruise blog to be accurate in terms of which characters are most likely to be on which ships/itineraries. With nothing being 100% of course.

Generally yes. There may be some difference with the face characters when an entertainment crew changes over - usually in the Princess category - but the head characters (the fur ones) will generally be the same because you're pretty much just dealing with height requirements there.
 
Last year on the Fantasy, my 14 year old daughter was reading the Navigator and she started giggling and bouncing. Her eyes lit up and she squealed "MAX IS ONBOARD!" Yes, she was so excited to get her photo taken with her favorite character. I had no idea that she loved Goofy's kid so much. We are sailing in 11 days and I am hoping that Max has jumped onboard the Magic!
