Characters in regular outfits during Halloween (not MNSSHP)

Do the characters still wear their regular outfits on Halloween if you're not at MNSSHP? We'll probably go to Epcot character spot, and since my son is dressing up as Goofy, I'm hoping to catch him in his regular orange shirt/blue pants. Thanks!
