Characters/CM in "Correct" Lands - but what about the Castle(s)?

DisneyParks does a great job of keeping things themed - which is why I've yet to see Buzz Lightyear hanging out near Pirates of the Carribbean. But this (and enjoying DLP's Illuminations video) led me to wonder - how does Mickey Mouse get away with hanging out at the Castle? Is there a formal or informal canon about what makes this okay? (yes, I'm bored - but also curious!)
