Sounds like Margie found more characters at MGM than I been seeing! I was there two weeks ago on two different days, and there were characters by the Big Hat - they rotate in and out roughly every half hour. And the same characters aren't out in every rotation, so if you pass by often, you can see different ones! I think we saw Minnie, Goofy, Donald, Daisy, Pluto, Pooh, Eeyore, Piglet, Tigger, Chip, Dale, their girlfriend Clarice, Lilo, Stitch, Chicken Little, Abby Mallard, and White Rabbit. Other people reported seeing the Snow White Queen there recently, which is great! There are plenty more characters who could meet there, so I always look around the Big Hat area when there!
I must say, MGM used to have better characters out. They used to have a rotation of a great group of characters with some "face" ones (like Meg, Hercules, Mulan, Snow White, Pheobus, Phil, Mushu, etc), but that group stopped meeting awhile ago.
The Incredibles were back inside the Animation Building. I seen other characters in there in bad weather.
The Little Einsteins and Jojo and Goliath were meeting on Mickey Ave. Both groups seemed quite regular, with signs up that said when they were meeting.
Kim Possible and Ron were on one of the Streets in the back of the park, usually the streets where you can see the New York or San Fran skylines. I don't think they will stay regular for a long time, though, and may be less common by December. The Power Rangers of course meet right near there, too!
The Toy Story characters are Buzz, Woody, and Jessie, and Green Army Man can be there, too! He is only at MGM. The others are at MK.
Kermit and Miss Piggy used to sometimes meet near the Toy Story characters, or near the Muppet Ride. But sounds like they have no been out in awhile.
Mike and Sully meet across from the ABC Commissary, and they only meet in that one location.
If you are there in December, the characters may be wearing festive Christmas clothing (red and green, or Santa hats).
Assuming nothing changes by December, definitely Power Rangers, Mike, Sully, The Little Einsteins, Jojo, Goliath, Chicken Little, Abby Mallard, and the Incredibles are unique to MGM. And Mickey dressed as a Sorceror, too (he meets on Mickey AVenue inside a room).
