Characters and Storybook Dining

I know characters are never guaranteed, but is Grumpy one of the Dwarfs typically at the Storybook Dining and does he sign autographs. I have collected autographs for almost 20 years and I have all of the Dwarfs except Grumpy and I really want to complete that collection.
