There really isn't a best time, they are busy pretty much anytime.

They do have different things in each store, so we try to go to both of them while we are on vacation.

If you get there relatively early morning when the outlet mall is just opening on a weekday the crowds generally lower and the shelves are neatly stocked.
 
I live by the one in South Florida, so it may be different on Orlando, but call to find out what day(s) of the week they get their shipment, then go that afternoon/evening. If you go right before a shipment, the shelves are bare, but you can find some great stuff right after the shipment makes it to the shelves. Also, you can pin trade there.
 

Another great place to visit is Themepark Connection. This is an independent company, not run by Disney, that sells all sorts of old Disney stuff including park souvenirs, pins, resort furnishings, movie props, cast member costumes, promotional items like posters, flags, and banners, and more. It's like stepping into Disney World's attic.
 
Went Thursday night and the shelves and racks were bare. I've never seen so little merchandise. I've gone early in week and weekends with success. I wondered if they get inventory Mon am and maybe Fri am ... cause we had scraped the bottom.
