Character spot at Epcot

During morning EMH at Epcot, are characters available to meet at the Character Spot in Epcot? Or isn't that open/available until regular park hours?

I don't believe they are. I don't see it listed as one of the attractions open during this time. Plus, it was not open during past trips for us. We've been able to line up early during this time to meet them for the 9:00 opening though. We rode the EMH rides we were interested in and then lined up around 10 min. early. Several people were in line already.
