Character M&G - Epcot

We're planning a return to Disney World in August/September of this year. I've checked over all the hours for each park during each day of our trip. Do character M&G occur during extra magic hours or just during "normal" park hours?

We are planning a Joy & Sadness M&G, but everything I've read so far says the wait line forms quickly and stays long all day. If the M&G DOESN'T occur during extra magic hours, should we still utilize that extra hour to grab a place in line?
