Changing the lead on a reservation

Im planning a cruise in 2020 and plan to book about 5 rooms for 17 people. We have 4 placeholder between the 5 rooms and plan to maximum the benefits.
Now if by chance we put one family without a placeholder in a room with my MIL, who has a placeholder and my MIL backs out on a later date would I lose the whole reservation and require to book at the prevailing date or would I just lose the placeholder price and require to pay the price from the date of the reservation?

For each room booked using a placeholder, at least one person who was on that original placeholder must remain on the reservation for the room to maintain the OBB perks.

The reservation would remain, but lose the perks. I'm pretty sure the price would revert to the price the cruise was on the day the original placeholder was converted to an actual room reservation (no 10% discount).
