Changing Names on Tickets?

Hi all. I was wondering what Disney's rule is regarding the names on tickets. Currently, someone in my party might be going, but if she can't, I have another friend who is interested in going instead. Would I be able to take my first friend off and add on the other friend instead? What about after the 45 day mark?

New, never-used tickets can be assigned to anyone.

Only after a ticket has been "used" one or more times is it not legal to be transferred to another guest.
