Now with the Play Disney app for phones, can you just sign up for Agent P on your phone wherever? It looks like you no longer have to go to a kiosk anywhere. This would really be helpful and time saving! My grandson is finally old enough that I think he would enjoy it on our upcoming trip.

Yes. It was available way before the Play App. You just go to https://agentpwsa.com/ on your phone.
 
I highly recommend doing Agent P, it while family really enjoyed it! And yes, you can do it all on your phone, although they did still have a kiosk with a very helpful castmember who told us how to get it started.
 
And the only Kiosk remaining is the "Headquarters" on the main walkway from Future World to World Showcase by the Odyssey Bridge.

The "Field Offices" in Norway,Italy and UK/IG are no more.

I also noticed the current Times Guide doesn't show a "last call" time to start a Mission(historically it has been 8:15 PM.)

The website you visit to start the game still lists 8:15PM as the end of the availability.

That's longer than I remember-the time we played several years ago we had to be done by 6 pm if I am remembering correctly. All of this seems like a big improvement! Are the missions pretty much the same as they have always been? I remember Germany and China as being especially fun, and not as time consuming as I had heard others say they were.
 
Last time we went in 2017, using one of their devices was still an option. Do they still have them for those that don’t have smart phones? Or low batteries?

The missions are pretty much the same. There were a few steps that were removed in Japan when the shops were being refurbished, and I don’t know if they were added back later. We usually skip most of the videos, so you certainly have a bit of control on how long each mission takes.

Actually, the UK Field office does still work, but we were only able to access it through the Play app last week. If you go through the website, then yeah, UK doesn't show up.

The old UK/IG Field Office location is now home to a merchandise kiosk.:)
