I agree that the new turnstiles makes the process of entering the park super quick.

What is that supposed to be? I thought it was just decorative, but it seemed like it should be more than just part of a gate.

Bookends.

It is framing the castle, bringing the area around the Carousel into a courtyard, and then outside the "gates" is the enchanted forest where the Dwarves live and beyond that is Prince Eric's lands and the Beasts.

They were trying to create a point where the castle grounds, what used to be all of Fantasyland ends.
