I'm gonna throw out another scenario. Say I book our vacation package at POR 185 days out (just to have a package reservation made so I can make ADRs). Make ADRs at 180 days out. Then find out a month later that POR is not included as an eligible resort for free dining. Can I call or go online and make a whole new, separate reservation package at a resort that IS eligible for FD prior to canceling my reservation at POR? And if done this way, do I just call the ADR phone number to switch my ADRs to the new reservation? I'm playing this scenario in my head based on what's happened this year with FD announcements even though we are not going until October 2015.
No, modifying or cancelling a resort reservation will not do anything to your ADRs. Yes, but instead of making a new reservation, you can call and have your current reservation modified and keep the same confirmation number. The CM would just change the resort and apply the FD discount (pending availability). With that said, if you do choose to make a new reservation and cancel the old one, there is no need to change anything with your ADRs.
On another thread I'm following, someone said it's harder to modify your reservation (applying FD) than to just call (day of) and make a new reservation. People that are trying to modify and make their package into free dining are having difficulties because they are having to wait on hold and the CMs have to cancel their existing ressie and create a whole new ressie with the FD while in the meantime, people can go online first thing in the morning and grab a package with free dining very easily.
I have called to modify a reservation to add free dining. It's not that it's hard to modify when you are speaking to someone on the phone, it's just nearly impossible to get through the day that a fd promotion is offered. That's the problem.
Thus the reason for my question. If I can reserve a resort w/package ahead of time in order to go ahead and make my ADRs, then add a second resort w/package reservation without any problems at 6am (or whatever time they open online for reservations prior to phone call times) on the day FD is released, then I'll do it that way and just switch my ADRs over as needed if I have to tack them on to a specific reservation. Then I'll call when it's not so busy and cancel my original reservation that is not eligible for FD. Am I correct in saying that the ENTIRE resort (say every room in POR or CBR, etc) is NOT eligible for FD? That they have a limit on the number of rooms eligible in any one given resort for FD promo? If I'm correct on that, then what prevents all of those filling up prior to me being able to get in by phone to modify my existing ressie? Does that make sense?

Yes, there are a limited number of rooms available with any promotion at the resorts included. If a whole resort is excluded like POR this year then no rooms can apply the promotion. There's nothing that says you'll get one of the rooms available either way.
Your plan would be fine. I'd caution that the discounted offers may not be loaded into the system right at the opening booking time.

As aarcher mentioned, ADRs are totally separate from your room reservation. You only need the room reserved to allow you that extra + 10 availability for booking ADRs beyond the usual 180 days available to all guests. ADR confirmation numbers are separate from your room reservation # and you won't have to "switch over" anything or risk losing anything if you changed resorts after your initial booking.
I seem to recall that when I modified a reservation I couldn't do online check in. Do you know if that is still the case? Thanks.

As the pp said, other than having to possibly wait a long time to talk to a CM when FD (or any other discount) comes out, it's very easy to modify an existing reservation (pending availability). People who are told their existing package needs to be canceled and a new FD package booked are being given incorrect information. There must be availability at the resort that is booked in order to have FD applied as having a reservation already in place does not guarantee a discount can be applied, but the only time a reservation has to be canceled and a new one booked is when you go from one reservation type to the other (RO to package and vice versa). But if you have a package already booked, FD can easily be added without having to cancel and rebook.
