Looks like he was wrong. The MP administrators have updated the thread and say that an official spokenperson has stated there is no change to the policy.

This is the official policy according to Bob Deuel with the Disneyland Resort:

Guests who stay at one of our three hotels (Disney's Grand Californian Hotel, the Disneyland Hotel and Disney's Paradise Pier Hotel) who have a valid theme park ticket for that day's admission, are permitted to participate in the Magic Morning program. The type of ticket is not relevant in these instances -- a Guest simply has to present a valid ticket, and their resort ID Card (a cardboard document with their name and check-in/check-out dates printed on it).
So, short answer from the above: no change in policy. Guests of the hotels of the Disneyland Resort can participate in Magic Mornings on any day it is offered; they simply need a valid admission ticket for that day and a Resort ID Card which shows they are a guest of the hotels.
Again, according to a Disneyland spokesperson, there has been no change in policy.
