Cell Phone Calls While Out To Sea

Just got back from a cruise on the Dream and I saw a lot of folks talking on their cell phones while we were out to sea. Is this a Connect@Sea thing? Maybe it was Facetime/Skype without the video? Or carrier dependent? I asked one passenger and she said "I told them I didn't want to go over $25". Not sure who she meant by "them", but I'm guessing it was the Connect@Sea folks.
