My eleven-year-old son and I took this tour in June, and had an absolute blast. After a brief education session on operations and rules, you board the waverunner, and follow the leader out into the ocean. You stop two or three times and float in a group while the tour leader tells you a bit about the ecology and history of the area (the Abacos island chain). At one point, we stopped at a sandbar and dismounted the waverunner and took some pictures. (Bring a disposable camera!)
Of course, the best part of the tour is just flying around on the waverunner! You can't just "do your own thing"...You have to follow the tour leader around, but you move at a pretty good clip, which when combined with a mild ocean chop, makes for plenty of fun!
As for the question about being able to swim: I don't remember them telling us that was required...You will be wearing a life vest the entire time. Furthermore, the only places that you are (intentionally) off the waverunner are in shallow water. So, maybe it is left to participant discretion.
we were not able to get off the wave runners when we did it - the sand bar was under water (high tide) I don't think being a strong swimmer is required - the depths between CC and Great Abaco range from 4 ft to 12 ft deep (at high tide) so as long as you can float until help arrives you'd be fine. And you have two tour guides with your group (a lead and a chase) so you won't be stranded out there by yourself in the very unlikely event you actually fell off the waverunner.
DH is not much of a swimmer, and this excursion was the highlight of the cruie for him.
